A government official is defined as anyone who is employed by a federal, state, local government or judicial branch except for:

• All local first responders (e.g., police, fire, emergency medical technicians and paramedics)
• Public school system employees
• Public university professors and teachers
• Letter carriers

unless they have decision-making authority related to GM. Decision-making authority includes but is not limited to: (a) purchasing authority related to GM (e.g., fleet vehicles); (b) decision making with respect to R&D efforts relevant to GM; and/or (c) engaging in training, policy programs or other business relationship with GM or a GM entity.
